Nationals get Span from Twins for minor leaguer

WASHINGTON (AP) ? The Washington Nationals have acquired outfielder Denard Span from the Minnesota Twins for minor league pitcher Alex Meyer, giving the reigning NL East champions a leadoff hitter and center fielder.

Span is a career .284 hitter with 23 home runs, 230 RBIs, 90 steals and a .357 on-base percentage during five seasons with the Twins.

The acquisition of Span allows the Nationals potentially to move 20-year-old Bryce Harper to left field, with Jayson Werth staying in right. Michael Morse could then move to first base ? the position played by free agent slugger Adam LaRoche.

Meyer went 10-6 with a 2.86 ERA at Class A this year.

Leveson inquiry calls for law to underpin press body

LONDON (Reuters) - A far-reaching inquiry into British newspapers called for a new independent body to regulate the press, backed by law, to prevent a repeat of the excesses which led to a phone hacking scandal at Rupert Murdoch's News of the World tabloid.

Senior judge Brian Leveson said the recommendations would in no way allow parliament to regulate the newspapers, but his proposals will put Prime Minister David Cameron on a collision course with an already hostile press and senior members of his government if he accepts the findings.

The inquiry was ordered by Cameron following public outrage at Murdoch's now defunct tabloid whose staff routinely hacked into phones, including that of schoolgirl Milly Dowler who was later found dead.

Leveson was highly critical of sections of the press, describing its behaviour as "outragous" and said it had "wreaked havoc with the lives of innocent people".

He said the newspapers should be subject to a new law which would set out the principles for an independent self-regulatory body to stick to, that would also place a legal duty on the government to protect the freedom of the press.

The independent body could be scrutinised by Ofcom, the regulator which already oversees radio and television.

Anything less, Leveson said, would not be accepted by the victims of press abuse, a key element for Cameron.

"Despite what will be said about these recommendations by those who oppose them, this is not, and cannot be characterised as, statutory regulation of the press," he said in the almost 2,000 page report.

Leveson also said that politicians had become too close to newspaper executives in the last 30 years, and warned that the close ties formed between the government and Murdoch's News Corp over the aborted takeover of BSkyB was concerning and had had the potential to jeopardise the $12 billion bid.

He said there was no credible evidence of bias on the part of senior minister Jeremy Hunt in his handling of the BSkyB takeover, but said the close ties allowed a perception of favouritism.

A $230 million fraud ? and a trail of death that just keeps growing ...

That is the question Swiss prosecutors are currently probing as part of a complicated investigation into an alleged Russian money laundering scheme through Swiss bank accounts that began when a whistle blower handed them a damning dossier of evidence at the start of this year. The whistle blower, Alexander Perepilichnyy, died two weeks ago suddenly at the age of 44. But the investigation continues.

The origins of this tale, which sounds like a KGB era thriller but is in fact a depressingly real indictment of modern day Russia, can be traced back to a cold jail cell in Burtyrka Prison in November 2009 where Sergei Magnitsky, a pioneering Moscow lawyer lay dying.

Magnitsky, a charismatic and forensically bright father of two, had been hired by the British based investment fund Hermitage Capital Management to investigate a monumental tax fraud which had been carried out against them. Nine months earlier he pointed the finger of blame at a network of Interior Ministry officials and Russian underworld figures expecting his revelation to be the start of a sustained police investigation into how $230million in Russian taxpayers? money was squirrelled away in one of Russia?s largest declared frauds.

Instead he was arrested by the very men he had accused. Over the months he was held in increasingly brutal conditions and was refused vital medication. On 16 November he slipped into a coma and died.

Magnitsky?s death could have been just another name in a long list of prison fatalities. Instead it lit a fire that rallied those seeking to end the culture of corruption and impunity among government officials in Russia and has caused diplomatic rifts that have reverberated around the world.

What Magnitsky uncovered was as follows. In late 2007 Russian police raided the offices of Hermitage Capital Management, a multi-billion pound investment fund set up by the British businessman Bill Browder, ostensibly looking for information on an investor. During that raid company seals and corporate certificates were taken into evidence. Over the following months those seals were used, with the complicity of corrupt court and tax officials, to transfer ownership of a Hermitage subsidiary and apply for a tax rebate. On December 24th 2007, tax officials signed off on a 5.4 billion rouble ($230m) rebate. The money was wired to Universal Savings Bank, a little known bank that was quickly liquidated following the transfer.

The Russian police admit that the crime took place but they have pinned the blame on a retired sawmill worker, a burglar and two others who died suddenly in the immediate months following the fraud. The people Magnitsky named, meanwhile, were promoted and the Interior Ministry later launched a posthumous investigation of Hermitage?s own lawyer, accusing him of being the real mastermind behind the fraud. The tax officials who signed off on the deal, the Russian government insisted, were innocent pawns tricked into enabling the fraudulent request.

In a twist that could come straight out of a spy novel, the Interior Ministry admitted earlier this year that records from Universal Savings Bank which police could have used to uncover what happened to much of the money were destroyed in a truck that crashed and exploded in 2008.

But Russia?s unwillingness to prosecute the real perpetrators of the scam has not stopped Mr Browder from using his own tenacity, resources and a team of disaffected Russian business experts to uncover new details through their own investigations. The results are published regularly on the website RussianUntouchables.com, a prominent gathering point for Russians who are angered by corruption in their homeland.

For much of the first two years, Mr Browder?s investigation team primarily concentrated on the officials who organised Magnitsky?s detention. But a little over a year ago they announced that a Russian businessman had come to them with new details of how some of the stolen money was laundered.

According to a piece published in April in the US business weekly Barron?s, the whistle blower was part of a network who had helped the tax officials who signed off on the Hermitage scam hide millions of pounds in Swiss bank accounts in the immediate aftermath.

Hermitage have never named who the super grass was but The Independent has learned that he was Mr Perepilichnyy, a seemingly healthy 44-year-old business magnate from Surrey who died outside his home two weeks ago.

What Perepilichnyy brought to the table was a game changer in that it called into question the Interior Ministry?s insistence that the tax officials had been honestly duped employees. He handed over records from two secret accounts at a Credit Suisse branch in Zurich. They showed that in the months after the fraudulent Hermitage tax claim was approved by the Moscow tax bureau run by Olga Stepanova, her husband Vladlen received $10.9m through a shell corporation registered in Cyprus. The Swiss accounts were also used to make payments for a villa in Montenegro and a palatial mansion in Dubai?s Palm Island. Two more condos in the same Dubai development were bought for of Stepanova?s tax office deputies, Olga Tsareva and Elena Anisimova.

Further enquiries by Hermitage, meanwhile, revealed that the Stepanova family lived in a sprawling avant garde mansion designed by the feted Russian architect Alexei Kozyr in one of Moscow?s most exclusive districts. This from a family who had filed declared income returns that averaged out at $38,000 a year.

When the details were first revealed earlier this year it caused a storm in sections of the Russian press. Swiss prosecutors, meanwhile, announced that they were opening an investigation and had frozen assets inside the Credit Suisse accounts until the matter was resolved.

Mrs Stepnova has always refused to speak to the press. Her husband gave an interview to a Russian radio station in which he insisted that the Dubai properties were bought with his own legitimately gained money and that he was divorced from his wife ? though he admitted still regularly travelling to Dubai with her. Asked why he thought his financial situation had been published he blamed Alexander Perepilichnyy, saying he had been in charge of investing on his behalf.

Mr Perepilichnyy?s early demise will inevitably mean he will no longer be able to bring any new evidence to the table. But those with knowledge of the investigation believe he had already handed over what he knew. Swiss prosecutors are confident that his death will not derail their work. Their investigation has only just begun.

Germany will back Greek aid but wary of hints at haircut

BERLIN (Reuters) - German lawmakers are likely to approve the release of Greek aid immediately despite suspicions that talks on a debt write-down have just been delayed until after Germany's 2013 elections.

Chancellor Angela Merkel's center-right coalition and the opposition Social Democrats (SPD) said on Tuesday that the Greek deal agreed overnight would be put to the vote in the Bundestag lower house on Thursday or Friday.

With both sides voicing support, approval is guaranteed but the question will be whether the chancellor can rely on her coalition or needs the votes of the SPD and Greens.

They want to help Greece but will exploit any chance to embarrass Merkel ahead of elections in September 2013, when she will seek a third term in office.

SPD parliamentary leader Frank-Walter Steinmeier said his party would not do anything "that could lead to Greece becoming unable to make its payments in the short term or could force it to leave the euro zone".

But he accused German Finance Minister Wolfgang Schaeuble of pulling the wool over the eyes of the public, which might accept granting already-agreed aid tranches but would not easily support a second write-down of Greek public debt.

"Mr. Schaeuble brags to his own bloc that a debt haircut has been avoided but I tell you it has just been postponed to after the Bundestag elections," he told German TV, adding that euro zone ministers had made "cryptic hints" to this effect.

Greece's international lenders finally reached a deal on a package of measures to reduce Greek debt by 40 billion euros, cutting it to 124 percent of gross domestic product by 2020.

They also committed to taking further steps to cut Greece's debt to "significantly below 110 percent" in 2022, the most explicit recognition so far that some write-off of loans may be necessary from 2016, the point when Greece is forecast to reach a primary budget surplus.

The SPD is not against writing off Greek debt but Steinmeier said Schaeuble should not pretend it was still taboo.

Schaeuble said euro zone ministers had unanimously rejected calls for a new Greek haircut but he told a news conference that Germany's legal objections to such a write-down might no longer hold once Greece reached a sustainable primary surplus.

This was not the reading of conservatives like Michael Meister, deputy leader of her Christian Democrats (CDU) in the Bundestag, or Gerda Hasselfelt from the CSU, their Bavarian sister party.

"I do not see a public sector haircut as being part of this deal," said Meister. "I don't expect this position to change in 2016, or later than that. Otherwise we will have to decide not to pay out the funds to Greece." [ID:nB4E8LM00U]

Greece will get up to 43.7 billion euros in stages as it fulfills the conditions set by Europe and by the International Monetary Fund - whose share will only be paid out once a Greek debt buy-back has been carried out.

Steinmeier said the IMF's apparent caution contributed to the uncertainty, while Schaeuble himself only said he was "relatively confident" that the debt buy-back would work.

Merkel's conservatives and their Free Democrat (FDP) junior partners include a small band who routinely rebel against euro zone bailouts in the Bundestag. Nowhere near numerous enough to defeat Merkel, they can however cause her embarrassment.

"The chancellor does not technically need her own majority but it is an important signal," said one senior CDU lawmaker. "However, the number of rebels has not grown in the past six months."

FDP whip Rainer Bruederle backed the Greek package, saying: "There is a danger with all these measures that they set a precedent ? But Greece is an extreme special case."

German indignation at continued demands for Greek aid has abated since Merkel's visit to Athens in October, when she was impressed by Prime Minister Antonis Samaras' determination to tackle his country's structural spending problems.

But the conservative media is always quick to tap into the underlying vein of resentment among German taxpayers at having to bail out euro zone countries less frugal than themselves.

"Greeks Get 44 Billion Euros," was the headline of the top-selling Bild daily. It asked online readers what they thought of more Greek aid: "NO and once again NO!" responded a reader identifying himself as Frank Mergner.

"Athens can breathe again," said the Spiegel magazine's online site, adding that euro zone ministers' ambitious Greek debt-reduction targets "will clearly lead to a debt haircut in the medium term - even if such a step was rejected on Monday".

Mount Diablo Highlights 2013 California Tour

A first-ever south-to-north route and new host cities should shake up the race.

Officials announced the race route for the 2013 Amgen Tour of California today, and although some aspects are comfortingly familiar, much has changed from years past.

The biggest switch for the eight-stage 750-mile race (May 12-19) is directional. Rather than start in northern California and wend south to Los Angeles, the 2013 edition will kick off just outside San Diego and head north, for a finish in Santa Rosa.

Exact routes and stage distances aren?t available yet, but here?s what was announced on Tuesday.

Stage 1: Escondido to Escondido

This city just north of San Diego hosted the 2009 finish. Fans of that edition will remember that the route climbed nearby Mount Palomar; Frank Schleck won the stage and Levi Leipheimer took the overall. Palomar may well play a role again, but in 2009 the summit was too far from the finish to make a major difference in the race, and it doesn?t take a geographer to know that it hasn?t moved any closer.

Stage 2: Murrieta to Palm Springs

Two new host cities will line up for the second stage, which takes racers across desert terrain. With an average May high temperature of 96 in Palm Springs, heat?could play an important role, as it did in last year?s Bakersfield time trial. Murrieta was for some time home to Floyd Landis, whose non-selection for the 2010 edition helped spur the investigation into doping on U.S. Postal. This stage could see hills if it goes through the San Bernardino National Forest and past Mount San Jacinto (which would then go near Landis?s Idyllwild cabin). Windy conditions could also be a factor.

Stage 3: Palmdale to Santa Clarita

Skirting the Los Angeles area proper, the third stage sticks with the desert theme with a Palmdale start, but the details are what?s intriguing. The finish city, Santa Clarita, is less than 40 miles away by the most direct route; the race will likely go any number of other directions, into the San Gabriel mountains to the Angeles Crest, or west to Lake Castaic. Either route has the potential to be a major climbing day.

Stage 4: Santa Clarita to Santa Barbara

Santa Clarita plays host the start of Stage 4 as well, and this could be an intriguing day; it?s over 70 miles to the finish in Santa Barbara by the shortest route, and the race likely will use smaller roads. One complicating factor could be riding straight into westerly winds, which could shift to a crosswind as riders hit the coast, as far away as Ventura.

Stage 5: Santa Barbara to Avila Beach

Another long day (at least 90 miles, but probably closer to 110), this stage features two new towns but some familiar territory as it heads north along, or near, the central coast. Riders will likely pass through or near longtime host town Solvang, the site of several previous Tour of California time trials. Race organizers will probably aim for an early start and a fairly direct route to minimize the overnight transfer. As the race seems to be paying homage to former big names in cycling, it?s worth noting that Avila Beach is not far from San Luis Obispo, home of ex-HTC manager Bob Stapleton.

Stage 6: San Jose to San Jose (individual time trial)

As the only city to host all eight editions of the race, San Jose has seen finishes and starts but never a time trial, until now. The course is a complete unknown; the start and finish will likely be somewhere near downtown, but how long and where it goes are still unknown. One logistical note: The transfer from Avila Beach is the longest in the race?s history by a good bit; it?s almost 200 miles from there to San Jose (three and a half hours of driving). So while race organizers will likely pick an early finish for Stage 5 and a late start for Stage 6, the TT might go to the rider with the best on-the-road recovery.

Stage 7: Livermore to Mount Diablo

Likely the queen stage of the race, this summit finish, combined with the previous day?s time trial, should decide the overall. Livermore isn?t far away from the state park where the race will finish, so there?s considerable variation in how the riders get there. But Diablo is certainly worthy of the name. It climbs 3,200 feet in under 11 miles with an average gradient of 5.7 percent. The current record on Strava is just over 45 minutes. Expect these guys to lop 5 to 10 minutes off that.

Stage 8: San Francisco to Santa Rosa

Santa Rosa is known for its large, enthusiastic crowds, and hosting the race?s overall finish will likely boost those numbers. Although the race may have been decided by the previous stage?s mountaintop finish, this final day is potentially challenging. The key lies in the route: After a start in San Francisco, the race will likely go north across the Golden Gate Bridge. From there, does it go into the Marin Headlands and Point Reyes National Seashore, then up to some of the familiar routes from past editions? Or do they head through Marin to Sonoma and Napa and wine country, and obstacles such as Trinity Grade? Either way, expect some leg-breaking hills before a fast run-in to the finish.

Overall, it?s a much different course than the 2012 edition, and not just because of the direction. The 2012 race went far inland and made much use of the central valley, though not always to good effect. The 2013 Tour of California will be dominated by southern desert and the coast, barely touching on a major urban area until Stage 6.

Some of the roads will be familiar to the riders, but they?ll mostly be tackling them from a different direction. Desert heat, coastal winds, and long days will all be factors. The course saves the main difficulties for late in the race, but the early stages could be more taxing than they seem at first glance.

Mexican beauty queen killed in shootout

CULIACAN, Mexico (AP) ? A 20-year-old state beauty queen died in a gun battle between soldiers and the alleged gang of drug traffickers she was traveling with in a scene befitting the hit movie "Miss Bala," or "Miss Bullet," about Mexico's not uncommon ties between narcos and beautiful pageant contestants.

The body of Maria Susana Flores Gamez was found Saturday lying near an assault rifle on a rural road in a mountainous area of the drug-plagued state of Sinaloa, the chief state prosecutor said Monday. It was unclear if she had used the weapon.

"She was with the gang of criminals, but we cannot say whether she participated in the shootout," state prosecutor Marco Antonio Higuera said. "That's what we're going to have to investigate."

The slender, 5-foot-7-inch brunette was voted the 2012 Woman of Sinaloa in a beauty pageant in February. In June, the model competed with other seven contestants for the more prestigious state beauty contest, Our Beauty Sinaloa, but didn't win. The Our Beauty state winners compete for the Miss Mexico title, whose holder represents the country in the international Miss Universe.

Higuera said Flores Gamez was traveling in one of the vehicles that engaged soldiers in an hours-long chase and running gun battle on Saturday near her native city of Guamuchil in the state of Sinaloa, home to Mexico's most powerful drug cartel. Higuera said two other members of the drug gang were killed and four were detained.

The shootout began when the gunmen opened fire on a Mexican army patrol. Soldiers gave chase and cornered the gang at a safe house in the town of Mocorito. The other men escaped, and the gunbattle continued along a nearby roadway, where the gang's vehicles were eventually stopped. Six vehicles, drugs and weapons were seized following the confrontation.

It was at least the third instance in which a beauty queen or pageant contestants have been linked to Mexico's violent drug gangs, a theme so common it was the subject of a critically acclaimed 2011 movie.

In "Miss Bala," Mexico's official submission to the Best Foreign Language Film category of this year's Academy Awards, a young woman competing for Miss Baja California becomes an unwilling participant in a drug-running ring, finally getting arrested for deeds she was forced into performing.

In real life, former Miss Sinaloa Laura Zuniga was stripped of her 2008 crown in the Hispanoamerican Queen pageant after she was detained on suspicion of drug and weapons violations. She was later released without charges.

Zuniga was detained in western Mexico in late 2010 along with seven men, some of them suspected drug traffickers. Authorities found a large stash of weapons, ammunition and $53,300 with them inside a vehicle.

In 2011, a Colombian former model and pageant contestant was detained along with Jose Jorge Balderas, an accused drug trafficker and suspect in the 2010 bar shooting of Salvador Cabanas, a former star for Paraguay's national football team and Mexico's Club America. She was also later released.

Higuera said Flores Gamez's body has been turned over to relatives for burial.

"This is a sad situation," Higuera told a local radio station. She had been enrolled in media courses at a local university, and had been modeling and in pageants since at least 2009.

Javier Valdez, the author of a 2009 book about narco ties to beauty pageants entitled "Miss Narco," said "this is a recurrent story."

"There is a relationship, sometimes pleasant and sometimes tragic, between organized crime and the beauty queens, the pageants, the beauty industry itself," Valdez said.

"It is a question of privilege, power, money, but also a question of need," said Valdez. "For a lot of these young women, it is easy to get involved with organized crime, in a country that doesn't offer many opportunities for young people."

Sometimes drug traffickers seek out beauty queens, but sometimes the models themselves look for narco boyfriends, Valdez said.

"I once wrote about a girl I knew of who was desperate to get a narco boyfriend," he said. "She practically took out a classified ad saying 'Looking for a Narco'."

The stories seldom end well. In the best of cases, a beautiful woman with a tear-stained face is marched before the press in handcuffs. In the worst of cases, they simply disappear.

The music industry is too often a closed world: the mechanics behind albums and live performances are, by and large, backroom affairs. As our generation becomes more and more drawn to smaller local and indie acts, the uncertain origins of the widespread commercial success that some artists achieve becomes a more important question for consumers. How do members of the industry decide to sign their artists? Who makes these decisions? What is changing about the music scene, and who or what drives such changes?

I was lucky enough to acquire access to the Mundial Montreal world music conference and festival for its first anniversary. The conference started in 2011 as a forum for music industry insiders and artists to interact and exchange their work. Guillaume LaJois, a volunteer producing a promotional ?rockumentary? for the festival, explained: ?[the attendees are] mostly world music artists and industry representatives. They watch the bands, sign them on, and invite them to other festivals.? Alfredo Caxaj, one such delegate, described his role: ?I produce the Sunfest world music and jazz festival in London, Ontario. So this is a showcase of Canadian talent so that we can sign them on.?

Despite being a relative newcomer, Mundial Montreal is nonetheless a major event, showcasing more than thirty artists over four nights, with more than 150 delegates in attendance. Though most tickets required an industry pass, the festival also featured three free public showcases at venues across the city. Showcases were formatted such that each artist would play four or five songs at one stage, then, as festival-goers would quickly shuffle to an adjacent venue for the second act, the first band would pack up and a third band set up in their place, ensuring a rapid transition from band to band, and allowing attendees to cherry-pick their favourites for with whom to follow up after the show.

Perhaps most interesting about the festival is that through its partnerships, sponsors, and participants, the attendee is given a crystal-ball vision of industry goals and trends. Though participants came from all over the world, certain common patterns were nonetheless on display. For example, rather than presenting artists who epitomize a given genre or sub-genre, there was a major tendency for artists whose work pushed the boundaries of genre and style, both between and within songs. Marco Calliari, a Montreal artist born in Italy and a performer at the festival, said, ?I?m a big fan of world music, but I love mixing: mariachi with Dixieland, Quebecois rigodon with Brazilian tarantela.? A Louisiana group, the Soul Rebels, created an infectious mix between classic New Orleans brass band sounds and contemporary hip hop beats, but as though to demonstrate their flexibility, they managed a seamless cover of the eighties synthpop hit ?Sweet Dreams (Are Made of This)? by Eurythmics. After a set of folk-fusion with Arabic instrumentation, another act, The Sultans of String, concluded with an eerie ballad dedicated to Vancouver celebrity Luna the orca whale, with softly screeching violin modified through a distortion pedal to mimic echoing whale songs.

Several other acts were characterized by dedication to political and social causes in their music. Quique Escamilla, a musician from the southern state of Chiapas, Mexico, who is now based in Toronto, was especially vocal on this front.? Introducing his song ?Un Tiro? (?One Shot,? in English), he told the crowd: ?We had some bad politics in Mexico this summer with the elections; many people were angry, I was angry, and so this song is about that.? Escamilla was referring to the election of Enrique Pe?a Nieto of the Partido Revolucionario Institucional (PRI) to the office of President, and subsequent protests among students and other groups alleging media bias and election rigging in favour of the PRI. After the show, he explained the common thread he sees between the student movement in Quebec and the student protests in Mexico City: ?Today we?re born in hard times, and when the young people are involved in a good cause, it makes me want to support them.? The youth in Mexico have also joined forces for a good cause, and this was an inspiration for much of my music.?

From the outset, Mundial Montreal placed cross-cultural exchange as first among its priorities. The festival?s opening night on Tuesday, November 13, was wholly sponsored by Louisiana Entertainment, a state government initiative. The event was meant to highlight the potential for cultural cross-pollination between historically francophone populations, especially given the festival?s other sponsors, which included the Montreal, Quebec, and Canadian governments, as well as the Canada Council for the Arts. The night was divided between two outstanding Louisiana acts, Cedric Watson & Bijou Creole and the aforementioned Soul Rebels, plus three Montreal bands, C?cile Doo-Kingu?, Canailles, and Marco Calliari. After the show, Kyle Gambino, a saxophonist with Cedric Watson & Bijou Creole explained: ?We got friends here, and the French-speaking culture, it?s a lot like coming back home. There?s a lot of Cajun influence in this band.?? Eric Evans, mandolin player with Canailles, seemed to reciprocate Gambino?s feelings of affinity and kinship. ?We were in Louisiana last spring, and since nobody knew us there, we didn?t know if people would enjoy it. It turned out it was such a party, and the crowd was so welcoming. We were inspired by a lot of music, but Louisiana is a great inspiration to us,? he said.

On the whole, world music is but one facet of the diverse music industry, and this year, organizers of Mundial Montreal evidently felt it necessary to contextualize the festival in relation to other contemporary music. In advertising the festival?s town hall style World Music Forum on their website, Mundial Montreal anticipates future interplay between world music and other contemporary genres: ?Twenty five years into the ?world music? brand, this session will explore marketing and outreach strategies that we have been learning as we mix diverse communities. Laptop beat production and cultural collisions are defining what is being called ?World Music 2.0.?? It was thus no coincidence that the last day of the festival saw Canadian DJ and former McGill student Kid Koala perform a ?silent disco?-style event, ?Kid Koala?s Space Cadet Headphone Experience.? Such earnest embrace of electronica, a genre that most might find incongruous with world music, is evident of the dynamic and evolving situation in the music industry. Producing material is less and less a matter of competition or commercialization, but increasingly an act of collaboration and boundary-pushing.

Mundial Montreal proves that while success is still down to talent and skill, of which the festival had plenty, the tried-and-true styles of yesterday are not so important.? From the perspective of world music, the most coveted skill is the power to communicate through music: bridging cultures, broadening fan bases, and inciting change.

Pope tells new cardinals: shun 'worldly logic of power'

VATICAN CITY (Reuters) - Pope Benedict on Sunday told six prelates newly elevated to the rank of cardinal that all Catholic leaders should shun the "worldly logic of power" and stick to spreading the gospel.

The pope presided at a solemn mass in St Peter's Basilica with the six men from the United States, India, Nigeria, the Philippines, Lebanon and Colombia the day after they became cardinals at a ceremony known as a consistory.

"To be disciples of Jesus, then, means not letting ourselves be allured by the worldly logic of power, but bringing into the world the light of truth and God's love," he said.

"To you, dear and venerable brother cardinals - I think in particular of those created yesterday - is entrusted this demanding responsibility: to bear witness to the kingdom of God, to the truth."

The new cardinals are American Archbishop James Michael Harvey, Baselios Cleemis Thottunkal, a major archbishop of the Syro-Malankara rite in India, Archbishop Ruben Salazar Gomez of Bogota, Archbishop Luis Antonio Tagle of Manila, Beatitude Bechara Boutros Rai, patriarch of the Maronite Catholic Church in Lebanon, and Archbishop John Olorunfemi Onaiyekan of Abuja.

Indian women at the mass wore saris and African women wore traditional dresses. Prayers were read in Arabic, Hindi, Yoruba and Tagalog as well as English, French and Italian.

"I think it's about time that we have a diverse and more colorful bunch of cardinals," said Leslie Ryan, a pilgrim who attended the consistory.

"If you want to bring all the Catholics together you need to have a diverse group of cardinals and it's about time."

The choice of the cardinals, ranging in age from 53 to 72, looked like an attempt to counter criticism that he has in the past neglected the needs of the developing world.

CARDINAL ELECTORS

All six are "cardinal electors", under 80 years old and therefore eligible to enter a conclave that will one day choose Benedict's successor.

Two of the new cardinals, Boutros Rai, 72, of Lebanon, and Onaiyekan, 68, of Nigeria, are from countries with significant Muslim populations.

In Nigeria, which is about 50 percent Muslim, the Islamist sect Boko Haram has killed hundreds of people in attacks since 2009. Many of the attacks have been on Christians and churches.

"The Boko Haram, the young men who are throwing bombs all over the place in Nigeria, have been rejected by the mainstream of Islam in Nigeria. But somehow, the way the Islamic religion is organized there's nobody who can tell them 'Stop it!'," Onaiyekan told Reuters in an interview.

"So the rest of us are actually, you can say, suffering because of the inner difficulties within Islam. But that's the reality we have to live with and we are doing our best. What is important for people to know is that it is not a case of Nigerian Muslims at war with Nigerian Christians."

Tagle, 55, of Manila, heads the largest Catholic church in Asia, where Christians are minorities in most countries.

"I think we have been used to a humble and hidden type of existence and it doesn't lead us to pessimism," he told Reuters.

"Being a small minority doesn't mean the church is dead," he said. "Of course, who doesn't want the numbers to increase? But there are things in life that are not measured only by numbers."

Spain rejects ETA call for talks, saying group must disband

MADRID (Reuters) - Spain's government rejected an offer of talks from armed Basque separatists ETA and demanded the group dissolve itself without conditions, after ETA called for negotiations on prisoners and a weapons handover.

ETA said in a statement published in Basque media on the weekend it wanted to enter talks with Spain and France to negotiate a definitive end to military operations and a handover of its arms.

"The only statement we expect and demand is for its unconditional dissolution," Interior Minister Jorge Fernandez Diaz told reporters on Sunday.

"They know we have not negotiated and won't negotiate at all with a terrorist organization."

A year ago ETA announced an end to a four-decade armed struggle for independence in which more than 800 people were killed, but did not fully halt operations or turn over its weapons. The group has broken ceasefires in the past.

ETA has been significantly weakened in recently years, as many of its leaders have been arrested and arms caches seized.

Hundreds of ETA prisoners are in jail across Spain. The group wants talks on having them moved to the Basque region in return for dismantling its military structure and turning in weapons.

ETA said in the statement successful talks on these areas "would bring about a definitive end of the armed conflict".

TAMPA, Fla. (AP) - No one has led more late game-winning drives during the past five seasons than Matt Ryan, and the Atlanta Falcons quarterback did it again with his fifth one this season.

Matty Ice threw for 353 yards and overcame two critical turnovers to stop Tampa Bay's four-game winning streak with a 24-23 victory on Sunday.

The Falcons (10-1) are tied with the Houston Texans for the NFL's best record, and Ryan had plenty of help in withstanding a challenge from the up-and-coming Buccaneers (6-5).

"They are playing with a lot of confidence," said Ryan, who has won seven of his past eight starts against the Bucs. "It's always been a tough place for us to come play. They play with great effort, and I think they have a good football team."

Ryan teamed with Julio Jones on an 80-yard TD midway through the third quarter, but the Falcons found themselves trailing 23-17 after the Bucs marched for a touchdown, then used a sack-fumble to set up a field goal that left Atlanta needing another strong finish from their quarterback.

Ryan obliged by a leading a six-play, 64-yard march that Michael Turner finished with a 3-yard TD run that put the NFC South leaders ahead for good with 7:55 remaining.

Connor Barth missed a 56-yard goal for Tampa Bay (6-5) in the closing minutes, and the winning streak that's helped the Bucs climb back into playoff contention following a slow start ended when Josh Freeman's desperation pass fell incomplete in the end zone on the final play.

"The last drive, that's something we've done before this season," Falcons tight end Tony Gonzalez said. "I really think that's a positive for us to be able to come up with plays like that when we have to like that. ... I'm really happy with the way we responded."

It's getting to be a way of life. Ryan has also led late marches to beat Carolina, Washington, Oakland and Arizona this season and has put together 21 game-winning drives in the fourth quarter or overtime since entering the league in 2008 - four of them against the division rival Bucs.

The Falcons won't have long to celebrate this one. The host the New Orleans Saints Thursday night in a rematch of the only game they've lost.

"Ten-and-1 is great, but I'll tell you what I've said since the beginning of the season: We're just jockeying for position," Gonzalez said. "We just want to put ourselves in the best position, playing the best football. Right around this time is when you want to start gelling as a team and take it on into the playoffs because that's the most important thing."

The win stopped the Bucs, who've won five or seven following a 1-3 start, from tightening the NFC South standings. Turner also scored a fourth-quarter TD that helped the Falcons overcome six turnovers to beat Arizona 23-19 last week.

Doug Martin scored on a pair of 1-yard run for the Bucs, however the rookie who began the day leading the NFL in total yards from scrimmage was limited to 50 yards rushing on 21 carries.

Barth kicked field goals of 22, 42, and 48 yards, the latter giving the Bucs their six-point lead after cornerback E.J. Biggers sacked Ryan to force a fumble. Ryan threw a second-quarter interception - his sixth pick in two weeks - that led Barth's field goal that made it 10-10 at the half.

Ryan completed 26 of 32 passes, including four straight on the drive that Turner finished with his TD run. Jacquizz Rodgers had a 5-yard TD run in the first quarter, and Jones finished with six receptions for 147 yards despite playing on a sore right ankle that limited him in practice.

Ryan started the game with 10 straight completions before Ronde Barber's interception and 28-yard return to the Atlanta 31 led to Barth's first field goal.

The Falcons drove to the Tampa Bay 4 in the closing seconds of the half, but wasted an opportunity to regain the lead when Matt Bryant hooked a 22-yard field-goal attempt wide left as time expired. The Atlanta kicker missed a 48-yarder with 8 seconds left, giving the Bucs one more chance to pull out what would have been their first signature victory under first-year coach Greg Schiano.

"It was a hard-fought game by both teams, a very physical game," Schiano said. "But I do think missed opportunities were a big part of it. There were some chances both offensively and defensively, and in the kicking game."

Freeman finished 19 of 30 for 256 yards, and Vincent Jackson had five catches for 96 yards. A big factor in the loss, though, was Atlanta's held the Bucs to field goals after each of Ryan's turnovers, once after Tampa Bay had 1st-and-goal at the Atlanta 3.

"I thought our defense did an outstanding job again. They were put in some tough situations after turnovers," Falcons coach Mike Smith said, adding that slowing Martin was one of the keys to the game as well.

"We knew it was going to be one of our `musts,' and I thought we did a nice job," Smith added. "I thought we played the run extremely well, controlled the line of scrimmage. That is an outstanding running back."

NOTES: Falcons starting cornerbacks Asante Samuel (shoulder) and Dunta Robinson (head) left the game with injuries in the third quarter. ... Barber, who made his 210th straight start to tie Jim Otto for the seventh-most consecutive starts in NFL history, has 47 career interceptions. ... (AP) ? A man accused of plotting to open fire inside a Missouri movie theater during a "Twilight" showing and then attack nearby Walmart was arrested in 2009 after following around a clerk at the same store with a knife and rubber mask, according to an arrest report released Tuesday.

Blaec Lammers went to the Walmart store in Bolivar looking for an "easy victim" in October 2009 after watching the horror film "Halloween," telling investigators that watching the main character killing people "got him to thinking," the report said.

Lammers told authorities he had watched the clerk for more than two hours. He said he was planning to follow the clerk into a storage room and kill him when he heard his name over the public address system and his father calling his name, according to the report.

No charges were filed in that case. Instead, Lammers, who was 17 at the time, was committed for 96 hours for a mental health examination, Polk County prosecutor Ken Ashlock said Tuesday. Ashlock, who was not the county's prosecutor in 2009, said he didn't know what happened after the commitment.

Lammers, now 20, made his first court appearance Tuesday in the movie theater case and was ordered to undergo a mental health exam. Lammers, who is being held on a $500,000 bond, is charged with first-degree assault, making a terroristic threat and armed criminal action.

His public defender, DeWayne Franklin Perry, declined comment Tuesday.

Lammers was arrested last week after his mother contacted police, saying she was concerned that her son "may have intentions of shooting people" during the opening weekend of the final film in the popular vampire movie series.

According to a police probable cause statement, she said she believed her son had amassed weapons similar to those used by the gunman who attacked a theater in Aurora, Colo., during the latest Batman movie in July. That attack killed 12 people.

Investigators later determined Lammers had recently purchased two assault rifles and 400 rounds of ammunition.

Lammers' parents also tipped off authorities about the previous Walmart incident. The 2009 police report said Lammers' mother called authorities after finding a suicide note from her son and a missing knife. An officer was en route when the mother said her son's vehicle had been found in the parking lot of the Walmart store in Bolivar, a town about 130 miles southeast of Kansas City.

The parents said in 2009 that Lammers had been diagnosed with depression, and his mother said Lammers had an appointment that day with his psychologist and "he has been acting different since then."

According to a probable cause statement in the movie theater case, Lammers was questioned Thursday afternoon and told authorities he bought tickets to a Sunday "Twilight" screening in Bolivar and planned to shoot people inside.

Lammers also said he planned to "just start shooting people at random" at the Walmart store less than a mile away, so if he ran out of bullets, he could "just break the glass where the ammunition is being stored and get some more and keep shooting until police arrived," investigators wrote.

The probable cause statement also said Lammers was "off of his medication."

A CUP OF JO: Motherhood Mondays: Would you ever decide to NOT ...

We talk a lot about babies, but what about making the choice not to have children? Would you consider that? Here, five readers reveal their fascinating reasons...

Even asking the question "Why don't you want kids?" makes a statement. "People are still expected to provide reasons not to have children, but no reasons are required to have them," wrote Christine Overall in the New York Times. "It's assumed that if individuals do not have children it is because they are infertile, too selfish or have just not yet gotten around to it. In any case, they owe their interlocutor an explanation. On the other hand, no one says to the proud parents of a newborn, Why did you choose to have that child? What are your reasons? The choice to procreate is not regarded as needing any thought or justification."

Funnily enough, my mom's husband?who, as a retired psychology professor, is unfailingly philosophical?turned to me one morning at breakfast when I was pregnant with Toby. "Why do you want to have a baby?" he asked me. "It's just like having a pet." After thinking about it, I laughed; he was kind of right. In the past, families may have needed kids to help work on the farm and that kind of thing, but for us there was no real reason to have a baby. I just wanted children in such a deep way that it felt separate from rational analysis.

But what if you don't feel that way? Many people don't?in fact, nearly one-in-five American women now ends her childbearing years without giving birth, up from one-in-ten in the 1970s, according to a 2010 Pew study. Of course some of those women may have wanted children and couldn't have them for whatever reason; but others simply chose not to.

Here, five wonderful readers spoke to me on the phone about why they've decided?definitively?not to have kids...

?I?d be the biggest basketcase mother.?

I get stressed out easily. When I was little, I was the kid who freaked out when my brother went to high school because I thought he?d start doing drugs! I get really anxious about people I care about. When I got older, I realized that the fewer people I get really attached to, the less anxious I get. I?ve loved my husband since I was 14, and when we finally got married I felt like I'd won the lottery. He?s the first person I?ve been truly attached to other than my parents and brother, and that brought on a whole new level of anxiousness. I realized how much that would get amplified if I had kids. I?d be an emotional wreck. If my kids went to school and got teased, I wouldn?t be able to handle that. I think about the teenage years; oh my gosh, I would probably die. I want to spare myself that.

It?s about knowing yourself well enough to know what is best and what you can handle. Right now we have a cat, and it?s perfect. In couple years, when we slow down, we get a dog. And they won?t turn on me and tell me they hate me when they?re 12.

When my friends had kids, I felt that emotional hormonal rush like, ?Oh, I need to have a baby.? But the logical part of my brain was like, ?No, you shouldn?t.? Still, I feel that twinge. It?s really hard because you do have to be honest. I love kids. I do want them. But I?ve chosen to not have them. It was the hardest decision I ever had to make. I had to look at myself honestly and think, oh my gosh, I would be the biggest basketcase mom. You want to make the decision from your good-choice-making brain, not the I-need-to-be-a-mama side of your brain.

It?s weird because if you say you don?t want to have kids, everyone assumes you?re selfish or not nurturing or not compassionate. For me, that that?s not the case. I still have that strong desire to nurture something. I tell my husband, I still need something to take care of. I need to get some chickens.

?I didn?t want to end up like my mom.?

I didn't have the happiest childhood with two parents who loved and respected each other, so the idea of having a husband and children was never one of my life goals. The women who fascinated me the most were the ones who never married and never had kids and got to travel everywhere and live life on their own terms. My mother said repeatedly that she ruined her life by getting married and having a child (thanks, Mom!).

As a single person, she worked for Pan Am and loved it. And all of a sudden, she got married, they moved across the country, and she had to leave her job. And my dad wasn?t exactly Husband Of The Year. So all of a sudden she?s stuck with an alcoholic philandering husband and a kid in the California suburbs. She would have been so much happier as a single career woman, versus a stay-at-home mom in the ?burbs.

If I?d grown up in a family where being married was the best thing that ever happened to them and having a child was the second best thing, I might feel differently. But I don?t know?I always knew I didn?t want to end up like my mom. The whole image of having a husband and a kid isn?t always rosy.

The women I looked up to were the ones who didn?t have to do the family thing. They were so well-traveled and glamorous. And they seemed happy even if other people looked down on them. People in my family would say, ?Oh, there?s Aunt Connie, she?s the spinster.? But she seemed perfectly happy to me!

?I want to have a grown-up life.?

Growing up, you figure that you?re going to have kids. But one day in my early twenties, it kind of dawned on me: Who says I have to? What if I didn?t? I never had that overwhelming desire to have kids, like lots of women seem to.

When I met my husband, we fell madly in love, and we both admitted early on that we didn?t want children. People say you?ll regret it at Thanksgiving when you?re 50 and you?re not surrounded by family, but to be honest, I?d rather be sitting at Thanksgiving with my husband.

I like the idea of grown-up activities. It?s not like I have a specific hobby, I just really like the grown-up life. If I?m not going to recitals, that?s ok with me. I want to be married, not married with a child.

Still, I?m one of those people who gaze at every single baby photo on Facebook. It?s not that I hate children; that?s just not the life that I want. When my first really good friend had her baby, I cried out of sheer joy for her. But it actually strengthened my feelings about not wanting to have children because I felt overwhelming pride for her but no jealousy.

I read all these stories, like Moms Unite! And I kind of want to be like, Women Unite! I feel like I?m part of a minority. Why can?t we all help each other and be nice to each other? You don?t always have to identify yourself with a group. You can just be a person.

?I have different priorities.?

Deciding not to have kids is tough to talk about. It?s like being a teenager and feeling self-conscious about your body. When you say, I don?t want kids, people look at you in a certain way. You think, oh my god, maybe I shouldn?t have said that. Maybe I should have just smiled and nodded. You feel that same awkward teenage feeling, like my legs are too long, I?m too tall, I have acne.

I was on the fence for a while. My mom wanted grandkids, so I went back and forth? procreation, human beings, evolution...I thought about all of that. But in the end, it wasn?t right for me.

For some people, parenthood is their calling. I respect that. Whereas for other people, it?s not in their personality. Some people are meant to be artists, some people are meant to work in finance, some people are meant to be parents. And some people aren?t. You don?t want someone who is bad with numbers dealing with your IRA.

People say, what do you mean you don?t want to have kids? This is the pinnacle of your existence! This is what we?re here for! And I?m like, I?m sorry, it isn?t. My friends are like, when are you getting married and having kids? That?s when you?re an adult. But I?m like, no, I?m a homeowner, I have a good job, I travel, I have a car?I?m a grown-up!

Remember that Atlantic article about having it all? She defined "having it all" as having a job, marriage and kids. But in the end we?re all different people. Our ?all? is not the same for everyone. My ?all? might be, I want to travel and visit the entire continent of Asia. For you, it might be you want to have three kids, one boy and two girls. For another person, it might mean working for the Peace Corps for the next 15 years. We?re all different people, we all have different dreams, so it?s kind of sad that we?re all placed under the same umbrella.

I don?t have that feeling that I want to have babies. I have other priorities in my life. I have friends where even though their kid just pooped all over them, they?re like, this is the greatest joy I?ve ever had. But I?m not that person.

I first told my mom on my birthday, because I figured then she couldn?t yell at me. She was taken aback and sad at first, but really supportive once she heard my reasons.

If you decide not to have kids, you shouldn?t be ashamed of it. We all have free will; we should all be able to make our decisions regardless of other people?s beliefs. You have the right to do whatever you need to do to chase your dreams and love your life.

?I never had that maternal calling.?

My entire life, I knew that having kids wasn?t for me. I really think it comes down to human biology. Most people have an urge to create a copy of themselves. But I never felt that way.

It?s such a major life change. It?s not something that anyone should enter into flippantly. If you met a base jumper, they wouldn?t be like, come on, base jump! What do you have to lose? And having a kid, it?s at least 25 years of life, most of your money, potentially affects your body and relationship?for people who harass you about it, it doesn?t make sense.

When my brother had a kid, I was like, what will I do? I honestly don?t enjoy the company of children 90% of the time. But fortunately I had some really great aunts in my family, so I was like, I want to be a good aunt. Partially because my brother has really different political views, so I wanted to imprint mine on them as much as possible!

One day, my mom was like, are you sure? Are you really serious? I was like, Mom, I?ve thought about this a lot. Now she steps up and says, Catherine?s going to be the very best aunt.

When I met my husband, we talked about it early on. He feels the exact same way that I do. However, I?ve seen women who say no, no, no, but then they reach their thirties and they?re frantic to have a kid. So I told my husband that if my opinions ever started changing, we should have some talk-down speeches ready for me. And when my husband wanted to be a high-school teacher, I imagined him getting soft, so we made up some talk-down speeches for him, too, just in case! But we haven?t needed them.

More than anything, we?ve never felt a calling. There are three positions people should probably feel a calling for: any sort of religious leadership, teaching or childrearing. People shouldn?t do it because of expectations or because their parents did it. They?re such influential roles; no one should take those positions lightly.

Another reason to choose not to have children is financial. My friend Corrie took financial concerns into account when deciding whether or not to have a baby, and the New York Times just published an essay about opting out of parenthood with finances in mind.
