Hospital: 61 killed in Venezuela prison riot

CARACAS, Venezuela --?The death toll has risen to 61 following fierce gunbattles between inmates and National Guard troops at a Venezuelan prison, a hospital director said Saturday. About 120 more people were wounded in one of the deadliest prison riots in the nation's recent history.

Penitentiary Service Minister Iris Varela said Saturday that officials had begun evacuating inmates from the Uribana prison in Barquisimeto and transferring them to other facilities, but she did not provide an official death toll.

However, Dr. Ruy Medina, director of Central Hospital in the city of Barquisimeto, told The Associated Press that the number of dead had risen to 61. He initially told Venezuelan news media after the Friday uprising that about 50 were killed.

Medina said that nearly all of the injuries were from gunshots and that 45 of the estimated 120 people who were wounded remained hospitalized. Some underwent surgeries for their wounds.


Relatives wept outside the prison during the violence, and cried at the morgue Saturday as they waited to identify bodies.

Nayibe Mendez, the mother of a 22-year-old inmate in the prison, told the AP that she was able to talk by phone with her son and he was uninjured.

"What they say is that there were shots all over the place, and they don't know where they came from," Mendez said. "It was a massacre. A full list hasn't come out of the dead and injured."

Mendez spoke by telephone from the morgue, where she said she went out of solidarity. "We're all hurt. No matter what, a prisoner has a right to live," she said, demanding that the authorities fully investigate what happened.

Varela said during a news conference that officials decided to evacuate all inmates from the prison in order to "close this chapter of violence." She did not provide any estimates of the numbers killed and injured, and instead criticized Venezuelan news media at length for their coverage of the violence.

Vice President Nicolas Maduro called the bloodshed tragic and said Prosecutor General Luisa Ortega Diaz and National Assembly President Diosdado Cabello would lead the investigation.

"The prisons have to be governed by law," Maduro said on television early Saturday.

The riot was the deadliest in nearly two decades. In 1994, more than 100 inmates died in the country's bloodiest prison on record, at a prison in the western city of Maracaibo. In 1994, about 60 inmates were killed in a riot in a Caracas prison.

Varela said that the violence erupted at Uribana prison on Friday when groups of inmates attacked National Guard troops who were attempting to carry out an inspection.

She said the government decided to send troops to search the prison after receiving reports of clashes between groups of inmates during the past two days.

Douglas Briceno said his nephew, who is held at the prison, was wounded in the foot during the shooting. "I think he's out of danger," Briceno told the AP. "I haven't been able to communicate with him because they don't let me pass to the prison."

Opposition leader Henrique Capriles condemned the government's handling of what he and many other critics call a growing crisis in the country's prisons.

"Our country's prisons are an example of the incapacity of this government and its leaders. They never solved the problem," Capriles said on his Twitter account. "How many more deaths do there have to be in the prisons for the government to acknowledge its failure and make changes?"

The riot at Uribana prison was the latest in a series of bloody clashes in the country's severely overcrowded prisons, where inmates often freely obtain weapons and drugs with the help of corrupt guards. Venezuela currently has 33 prisons built to hold about 12,000 inmates, but officials have said the prisons' population is about 47,000.

The Venezuelan Prisons Observatory, a watchdog group, said in a statement that in 2007 the Costa Rica-based Inter-American Court of Human Rights had ordered the government to seize weapons that inmates had in their possession at Uribana prison and to take measures to avoid deaths in the facility. The group called for the government to release a list with the names of the dead and wounded in Friday's violence, as well as details about weapons seized in the search.

"No one doubts that inspections are necessary procedures to guarantee prison conditions in line with international standards, but they can't be carried out with the warlike attitude as (authorities) have done it," said Humberto Prado, an activist who leads the prison watchdog group.

"It's clear that the inspection wasn't coordinated or put into practice as it should have been. It was evidently a disproportionate use of force," Prado told the AP.

His group says Uribana prison was built to hold up to 850 inmates but currently has about 1,400.

Similar though less deadly clashes have flared repeatedly during the past few years.

In April and May, a prison uprising in La Planta prison in Caracas blocked authorities from going inside for nearly three weeks. One prisoner was killed and five people were wounded, including two National Guard soldiers and three inmates.

Two months later, another riot broke out at a penitentiary in Merida, and the Venezuelan Prisons Observatory reported 30 killed.

In August, 25 people were killed and 43 wounded when two groups of inmates fought a gunbattle inside Yare I prison south of Caracas.

President Hugo Chavez's government has previous pledged improvements to the prison system, but opponents and activists say the government hasn't made progress.

Varela, the prisons minister, said news media including Globovision and a local newspaper had run reports on the inspection by authorities, which she said had in fact been a "trigger for the violence."

Prado denied that, saying: "The problem isn't the work of the media. The problem is that the government hasn't disarmed the prison population."

Do common painkillers cause kidney failure in children?

Jan. 25, 2013 ? Non-steroidal anti-inflammatory drugs (NSAIDs), such as ibuprofen and naproxen, are commonly used to treat pain and reduce fever in children. However, the use of NSAIDs has been shown to cause acute kidney injury (AKI) in some children. A new study scheduled for publication in The Journal of Pediatrics reports the findings on the number of children diagnosed with AKI caused by NSAIDs in one hospital over an 11 ? year span.

Dr. Jason Misurac and colleagues from the Indiana University School of Medicine and Butler University retrospectively screened all patients hospitalized at Riley Hospital for Children at IU Health who were identified with AKI. Out of 1015 patients with AKI, 27 were identified to have NSAID-associated AKI. Seventy-eight percent of the 27 patients had been using NSAIDs for less than 7 days, and 75% took the medication at the correct dosage. In 67% of the cases, the family reported that the child had signs of dehydration. Most of the patients were teens; however, patients who were less than 5 years old were more seriously affected and more likely to need dialysis. Although the reasons for younger children having a more severe disease course are unknown, the authors speculate that it could be due to an increased susceptibility to the toxic effects of NSAIDs. None of the patients died or developed permanent kidney failure, but 30% of the children had evidence of mild chronic kidney damage persisting after recovery from the episode of AKI.

The costs of caring for children with NSAID-associated AKI are significant, especially considering that this is an avoidable condition. Adding to this cost burden is the long-term care needed, because studies show that these patients have an increased risk of progressive chronic kidney disease. In some cases, acetaminophen might be a more appropriate choice for treatment. "This study underscores the importance of understanding the natural history of NSAID-associated AKI, including the potential for development of chronic kidney disease," notes Dr. Misurac. "Providers should continue to provide careful NSAID education to parents and children."

S&P 500 eyes best winning streak in eight years

NEW YORK (Reuters) - Stocks rose on Friday, buoyed by sturdy corporate earnings from Procter & Gamble and Honeywell, with the S&P 500 poised for its longest winning streak in more than eight years.

The strong start for the equity market this year has been attributed to solid corporate results, agreement in Washington to extend the government's borrowing power, encouraging signs from the global economy and seasonal inflows into stocks.

Those factors helped the S&P 500 rally for a seventh day on Thursday to a five-year peak. Still, the index struggled to climb convincingly above 1,500, a level it surpassed briefly Thursday for the first time since December 2007.

If the S&P 500 rises for an eighth day on Friday it will be its longest winning streak since late 2004, when it rallied for nine straight days.

"We are seeing a very broad-based rally and the ingredients are still in place," said Steve Goldman, principal at Goldman Management in Short Hills, New Jersey. "This is the lift-off phase and it's still significant."

Procter & Gamble , the world's top household products maker, said quarterly profit soared past expectations and raised its sales and earnings outlook for the fiscal year. Shares rose 3.5 pct to $72.93.

The Dow Jones industrial average <.dji> gained 27.45 points, or 0.20 percent, to 13,852.78. The Standard & Poor's 500 Index <.spx> rose 4.19 points, or 0.28 percent, to 1,499.01. The Nasdaq Composite Index <.ixic> added 8.63 points, or 0.28 percent, to 3,139.01.

Honeywell International Inc posted fourth-quarter earnings just above Wall Street estimates, reflecting the diversified U.S. manufacturer's campaign to boost profit margins in the face of sluggish sales growth. The shares rose 0.9 percent to $68.82.

Pointing to a rotation out of bonds, U.S. 30-year Treasury bonds traded more than a point lower in price on Friday, with yields touching session highs at 3.10 percent.

"You have had more confidence from fund managers to provide more allocations to equity markets," which looked more attractive than bonds or cash, said Rick Meckler, president of investment firm LibertyView Capital Management.

Recent company earnings have been encouraging. Thomson Reuters data through early Thursday showed that of the 133 S&P 500 companies that have reported earnings so far, 66.9 percent exceeded expectations, more than the 65 percent average over the past four quarters.

Microsoft Corp reported lower quarterly profit on Thursday as Office software sales slowed ahead of a new launch, offsetting a solid but unspectacular start for its Windows 8 operating system and sending the company's shares down 0.2 percent to $27.51.

Apple stepped up audits of working conditions at major suppliers last year, discovering multiple cases of underage workers, discrimination and wage problems. The shares, which fell 12 percent Thursday after disappointing earnings, were little changed at around $450.93.

German business morale improved for a third consecutive month in January to its highest in more than half a year, providing further evidence that growth in Europe's largest economy was gathering speed after contracting late last year.

Violence started soon after the court?s verdict was read, with Egyptian state television reporting gunshots were heard near a Port Said prison were suspects were being detained. Tear gas was also fired in the area of supporters gathered near the facility in support of the accused.

Last February, 79 people were killed after violence at the end of an Al-Masry-Al Ahly match. A panic that started after Al-Masry fans attacked rival supporters led to over 1,000 injuries, the?casualties?caused by the post-match crush as well as weaponry Al-Masry fans had brought to the match.

"Shakespeare Uncovered," along with PBS' planned fall airing of new films of four of Shakespeare's plays, "open up to this huge American audience this gold dust," Irons told reporters recently, and demonstrates that TV "doesn't end with 'Downton Abbey.'"

After then mischievously comparing Shakespeare to an Aston Martin and "Downton" to a Ford Fiesta, Irons admitted he hadn't seen the serial and was just having a bit of fun. But he's serious about the Bard of Avon.

"Watch these Shakespeare productions and you'll see what real writing, what real stories, what real characters are about," he said.

The programs also present actor-writer-producer Shakespeare as a 16th-century impresario who knew how to please audiences and exploit his own work by bringing back popular characters and crafting "prequels."

"Shakespeare Uncovered" opens with Ethan Hawke's exploration of "Macbeth," including visits to the play's Scottish sites, a look at recent productions starring Patrick Stewart and Antony Sher, and an illumination of Shakespeare's grasp of the criminal mind.

It's paired with "Shakespeare Uncovered: The Comedies With Joely Richardson," about "Twelfth Night" and "As You Like It."

"Richard II" with Derek Jacobi and "Henry IV" and "Henry V" with Irons air on Feb. 1, with David Tennant's look at "Hamlet" and "The Tempest" with host Trevor Nunn concluding the series on Feb. 8.

There's travel as well as scholarship for the hosts. Irons visits the battlefield at Agincourt in northern France where, in productions of "Henry V," actors get to tear into the famed St. Crispin's Day speech ("We few, we happy few, we band of brothers").

Irons, who will star this fall in PBS' "Great Performances" adaptation of "Henry IV," said he was shooting the film when he was approached by "Shakespeare Uncovered" producer Richard Denton about taking part.

"Oh, that may be interesting if we can find the time. What do you want to do?" Irons recalled asking Denton. "And he said, 'Well, I want to put you in a boat. I want to put you on a horse. I want to take you to Agincourt.'"

"This sounds very interesting," the 64-year-old actor replied, which opened the door to an unexpected education ? and more opportunity for Irons' colorful and unbridled wit.

"I learned, for instance, that the reason we won the Battle of Agincourt is because we had these amazing Welsh archers," while the French, in his words, "wore amazing stuff and great armor and (had) lovely horses, and they pranced around being gorgeous."

Irons' lively approach to the subject matter dovetails with the goal of "Shakespeare Uncovered" as described by producer Denton.

"The real drive (was) to make a series of films that would be entertaining, that would show Shakespeare with the kind of enthusiasm that Jeremy brings to it," Denton said, and would be accessible to those unschooled in the playwright's work.

To please Shakespeare buffs, the programs also include fresh insights into the connection between his life and his art, he said.

The bottom line on the Bard, according to Irons: Shakespeare endures as the greatest dramatist of all because he chronicled the eternal human condition in all its joys and sorrows.

"When we see those plays now, they still speak to us with a resonance that many hundreds of plays written between Shakespeare's time and today don't," he said.

IRA Old Bailey bomber dies in Ireland

DUBLIN (Reuters) - Dolours Price, one of the Irish Republican Army (IRA) bombers convicted of the 1973 attack on London's Old Bailey and later a vocal critic of Sinn Fein leader Gerry Adams, died in her home in Dublin overnight, a family friend said on Thursday.

Price, along with her sister, served eight years of a life sentence for the car bombing outside the Old Bailey Central Criminal Court in London that wounded more than 200 people, part of an IRA campaign to try to force British forces from its province of Northern Ireland.

Price and her sister went on hunger strike in a British prison in a 200-day campaign to be moved to a jail in Northern Ireland. They were force fed and eventually repatriated to the province to serve their sentences.

The IRA disbanded after a 1998 peace deal that ended three decades of conflict between Catholic Irish nationalists seeking union with Ireland and Protestant loyalists determined to remain part of the United Kingdom. More than 3,000 people were killed.

In recent years, Price was caught up in a dispute over a confidential interview she gave to researchers from Boston College, one of dozens given by former fighters from the Northern Ireland conflict.

Interviewees were told their words, believed to give details of possible roles played by current political figures during the Northern Ireland conflict, including Sinn Fein President Gerry Adams, would remain sealed until their deaths.

Her death clears one obstacle for the release of the material she gave to the archive to police in Northern Ireland.

However, U.S. authorities would not immediately comment and Boston College said it was inappropriate to speculate on how her death would affect proceedings.

The researchers - journalist Ed Moloney and historian and ex-IRA member Anthony McIntyre - insisted the interviews would not be immediately handed over to police, describing Price as a friend and a valued participant in their project.

"The interviews are the subject of a stay imposed by the Supreme Court of the United States and that stay remains in place until that court, the highest in the land, decides otherwise," the pair said in a statement.

"There are other subpoenas outstanding and as far as we are concerned the same issues affect them as they did Dolours Price's case and we look forward to continuing the fight with renewed vigour to stop the remaining Belfast Project interviews from being handed over."

NOTHING TO FEAR

Exactly what Price may have said about Adams for the archive is unclear.

Another IRA figure interviewed for the archives, Brendan Hughes, died in 2008, paving the way for Boston College researchers to publish a book in which Hughes connected Adams to the 1972 death of Jean McConville.

The widowed mother of 10 was killed by the IRA on suspicion of being an informer.

The book was published in 2010, and that year Price also tied Adams to McConville's death in a newspaper interview.

The Boston College researchers to date have declined to discuss what Price may have told them for the archive project, however.

Adams, a member of Ireland's parliament, told reporters on Thursday he has nothing to fear from the college's material and offered his sympathy on Price's death.

Irish police, not naming Price, said they were investigating the sudden death of a woman in her 60s in Dublin late on Wednesday evening. They said there was no initial indication of foul play.

Price had two children and was once married to Hollywood actor Stephen Rea.

SAP has made two announcements today on sustainability and entrepreneurship.

As the World Economic Forum?s annual meeting in Davos is underway, SAP made two announcements today covering how the company will encourage both entrepreneurship and sustainability. SAP has a strong record of working on social and environmental issues, and today?s unveiling of these new programs builds on SAP?s reputation as a corporate social responsibility leader.

The two new programs are, in part, the result of SAP?s long term strategy. SAP has been keen on emerging markets such as the BRICs India and Brazil. But in order to have clients to whom a firm can pitch enterprise software, that same firm, not surprisingly, needs enterprises. And with youth employment a pesky program in both emerging and developed economies, the world?s largest companies must show they can participate within the solution, not be part of the problem. Furthermore, as climate change gains prominence on multinationals? radar, investment in climate change and poverty?or in programs that tackle both problems concurrently?can help build a company?s reputation as an engaged local stakeholder seeking to improve people?s lives. To that end, today?s announcement that SAP will partner with organizations including Endeavor and the Livelihoods Fund is welcome news.

On the entrepreneurship front, SAP will invest $5 million over the next three years in Endeavor Global, Endeavor Brasil and India?s National Entrepreneurship Network (NEN). Endeavor, an anti-poverty movement the New York Times? Thomas Friedman hailed as ?the best anti-poverty program of all,? has screened over 30,000 entrepreneurs who, in turn, generated $5 billion in revenues during 2011, and created over 200,000 jobs.

Endeavor, SAP and their partners will choose emerging companies that have a robust business model, focus on social innovation and have the capacity to scale with their technologies. In Brazil, Endeavor Brazil and SAP will grant 50 emerging entrepreneurs access to programs such as mentorships and access to Endeavor?s online platform. In India, SAP will work within a similar initiative that involves the training 30 mentors across the country who will in turn support 300 emerging entrepreneurs. Up to five of these entrepreneurs will then receive a package of technologies to help meet their goals as well as a grant from SAP.

In addition, as of today, SAP has joined the Livelihoods Fund, an NGO that funds carbon sequestration, biodiversity and anti-poverty projects. Among the goals of this carbon investment fund is to build economic opportunities in rural communities and bolster food security. Among SAP?s strategies for partnering with Livelihoods Fund is to find new ways to decrease the company?s energy consumption, boost its purchase of electricity from clean energy sources and find new ways to offset the company?s emissions.

According to an email exchange program I had yesterday with SAP?s Evan Welsh, this one-two investment punch offers new opportunities to meet its sustainability commitment to reduce greenhouse gas emissions to the company?s 2000 levels by 2020?as well as create new businesses who can employ the world?s newest trained workers. When companies talk about ?sustainability,? the social side of this movement deserves as much attention as the attention paid to the environment. SAP?s two-pronged approach may very well be one from which other multinationals can learn.

Obama's Staff-Only Inaugural Ball Sounds LIke the Best Inaugural Ball

Think of it like an episode of Downton Abbey. While the folks upstairs have had their fun and run off to bed, the folks downstairs have their drinks and toast to the fact that they got it all done. Such was the staff-only inauguration ball held on Tuesday night, a day after all the other tuxedo-riddled inauguration balls. You can think of those as contributor balls, donor balls, politico balls or elite balls. The fact of the matter is, though, that if you worked on the Obama campaign, if you actually put your nose to the grindstone in an effort to get the president elected, you get your own ball. And Lady Gaga is the emcee.

Since the event was private, the details of the staff ball are scarce, but they're pithy. The White House Press Pool reports that the Obamas showed up with a humble demeanor and a fun-loving attitude. "You all clean up pretty good," President Obama said as he took the stage with the First Lady. "My main job here tonight is really simple," he continued. "It's just to say thank you. All of you have come to represent for me and Michelle our deepest hopes for America. The average age here is probably around 20 something. And that's only because I'm here, which brings the average age up, quite a bit ?" Obama added, somewhat assertively, "It makes me know that America's future is in good hands. As long as all of you understand the immense and incredible power that you possess when you work together, when you join voices."

Have you heard that our president is charming? Standby for the rest of his moment in the spotlight. Obama told the crowd that they'd be privy to a performance from a "couple of people who are pretty good musicians -- Lady Gaga and Tony Bennett." (Emphasis ours.) When Michelle started to dance to the background music, Obama chimed in, "It's been a long weekend. She's getting a little silly now." And a long weekend it has been. What better way to cap it off -- on a Tuesday no less -- than see the President and First Lady pay tribute to the staff that helped them return to the inaugural stage four year after their first, historic moment up there.

Lady Gaga did perform (see below) as did Tony Bennet. The Obama campaign staff also showed up, thanks in part to the $10 ticket price. And on a more somber note, the president paid his respects to Alex Orkrent, a staffer who passed away at the Obama headquarters in July. "Alex was one of you," Obama said. "This incredibly thoughtful, talented, compassionate, caring young person who decided to get involved because he thought he could make a difference. And tragically, he ended up leaving us while working on the campaign ? It was heartbreaking. It reminded us of how precious our time on this Earth is."

The sentiment, in its own way, also reminded many of how this political process can bring out the best in us. Regardless of your politica persuasion, you should be inspired by this work, these people who devoted months if not years of their lives to a political mission that they believe in. Shoot, at the very least you should raise a glass and pump a fist, which is about all the Obama staff really wants to do after another historical victory.

Washington, D.C.'s Metro transit system proposes $26 billion upgrade

WASHINGTON (Reuters) - Washington, D.C.'s mass-transit system on Thursday proposed a $26 billion expansion through 2040 to help drive economic growth in the U.S. capital and its suburbs.

The proposal presented to the Washington Metropolitan Area Transit Authority's board includes a second tunnel under the Potomac River and a new rail tunnel in the center of the District of Columbia.

"The economy of this region wants to grow and the only way to do that is through transit," Metro General Manager and Chief Executive Richard Sarles told reporters after the meeting.

The new plan does not outline how to fund the upgrade, much of which would take place outside the district in Maryland and Virginia. Those neighboring states have long struggled to come up with means to guarantee long-term funding for public transportation.

Metro receives its budget contributions from the District of Columbia, the federal government, Maryland and Virginia. Its rail system, the second biggest in the United States, handles some 750,000 riders on weekdays - up about 50 percent since 1990 - Metro said in its presentation.

Mortimer Downey, who represents the federal government on the board, called the proposal a good start, but said it needed to sold to the public and policymakers.

Transit plans "are the sound of one hand clapping. We have to have the support of those making the funding decisions," he said.

Expanding and upgrading the system was crucial to underpinning growth, the Metro plan said. Land within a half mile of Metro rail stations made up less than 1 percent of the area's land, but absorbed 14 percent of job growth between 2004 and 2010, it noted.

The plan in part calls for a Potomac tunnel to be built between Washington's tony Georgetown district and Rosslyn, Virginia. A second new tunnel would run north-south through central Washington, under the National Mall.

The area was expected to add 1.6 million residents in the next 35 years, Sarles said.

"They have to get around and there is no way they are going to do that without mass transit," he added.

Genealogy&#39;s Star: Sourcing in FamilySearch Family Tree

I recently wrote about the paucity of source citations in a number of surname books about my ancestral lines. The basic issue here is my inability to confirm or deny the information without doing my own research. Let's say I look at the following book:

Tanner, Maurice, and George C. Tanner. Descendants of John Tanner: Born August 15, 1778 at Hopkintown, R.I., Died April 15, 1850 at South Cottonwood, Salt Lake County, Utah. [S.l.]: Tanner Family Association, 1942.

This is the "basic" Tanner family book that I have been shown since I was a child as the "authority" on the Tanner line. There is a major problem with the book. It has little or no citation to any sources for the information. It relies heavily on the work done by George C. Tanner and published in two books:


Tanner, George C. William Tanner of North Kingstown, Rhode Island, and His Descendants. [Minneapolis, Minn.]: Pub. by the author, 1905.

Tanner, George C. William Tanner, Sr. of South Kingstown, Rhode Island and His Descendants: In Four Parts. Faribault, Minn: G.C. Tanner, 1910.

As pointed out recently in a blog post by my daughter, Amy Thiriot, in some instances, the information is neither sourced nor accurate. See?John Tanner: Greenwich and Argyle, New York. But this information has been copied over and over again in books and thousands of family group records. There are many examples of the types of errors that have been perpetuated.? As I look at FamilySearch.org's Family Tree today, I see the entry for John Tanner's first child, Elisha Bently Tanner, with incorrect information. Despite the fact that I have literally tens of thousands of relatives who are descendants of John Tanner and further despite the fact that a huge number of them are members of The Church of Jesus Christ of Latter-day Saints, apparently, until my daughter and I have decided to scrutinize the records has anyone made an attempt to correct the information.?

What is particularly interesting to me is that representatives of FamilySearch are using the Tanner family, my ancestors, as examples as they do presentations in person and online about Family Tree. So I see the same incorrect information being referred to constantly.?

FamilySearch Family Tree has the potential to resolve this never ending repetition of inaccurate information by adding sources and documentation for all of these disputed dates. ?But the real question is will it happen? Will people take the time to question the existing status quo of inaccurate information and correct it? The program has made it as simple as possible to add accurate source information. The program has now been online and available to my extended family for almost a year. But as I go through the information on the Tanner line, as an example, I find virtually no sources added by anyone other than me and my daughter.?

If this type of inaccurate information exists in my family with all the books and family members, what is the status of the rest of the "accepted" and unsourced family information in Family Tree and a thousand other family trees online? Well, my assessment is pretty miserable. I use the example of the Tanner family because of the relatively large number of books printed on their ancestry.?

Now is the time to start to break this repetitious cycle. Let's start adding sources to Family Tree (and any other online family tree files in other programs) and get busy with the work of genealogists and not perpetuate another generation of copyists!?

Into deep space: second U.S. firm takes aim at mining asteroids

CAPE CANAVERAL, Fla., Jan 22 - A team of entrepreneurs and engineers unveiled plans on Tuesday for a space mining company that would tap nearby asteroids for raw materials to fuel satellites and manufacture components in orbit.

Deep Space Industries, based in Santa Monica, California, said its inaugural mission is targeted for 2015, when it would send a small hitchhiker spacecraft called "Firefly" on a six-month expedition to survey an as-yet-unidentified asteroid.

The 55-pound (25-kg) satellite, about the size of a laptop computer, would be launched as a secondary payload aboard a commercial rocket carrying a communications satellite or other robotic probe.

About 1,000 small asteroids relatively close to Earth are discovered every year. Most, if not all, are believed to contain water and gases, such as methane, which can be turned into fuel, as well as metals, such as nickel, which can be used in three-dimensional printers to manufacture components, David Gump, chief executive of Deep Space Industries, said.

Gump is a co-founder of three previous space and technology start-ups, including Astrobotic Technology, which is focused on exploration and development of lunar resources.

"There is really nothing in the business plan that Deep Space Industries is pursuing that cannot be done with technology research already accomplished in laboratories across the planet," said John Mankins, a former NASA Jet Propulsion Laboratory manager who is the start-up company's chief technical officer.

"The technology may not have been used in space for the exact purposes that we propose, but the fundamental technologies are really at hand," Mankins said.

Company officials, who unveiled their plans at a press conference at the Museum of Flying in Santa Monica, California, that was also webcast, did not comment on their financial backing except to say they were looking for investors.

Deep Space Industries is the second company to unveil plans to mine asteroids, rocky bodies of various sizes that orbit the sun. So far about 9,500 asteroids have been found in orbits that come near Earth. Small fragments of asteroids regularly pass through the planet's atmosphere, lighting up the night sky as they incinerate and occasionally surviving to become meteorites.

Last year, Planetary Resources, a Bellevue, Washington-based company backed by high-profile investors including Google executives Larry Page and Eric Schmidt and advisers like filmmaker James Cameron, announced a program that would begin with small, low-cost telescopes to scout for potentially lucrative asteroids.

Firefly, as well as a follow-on line of planned asteroid sample-return satellites called Dragonfly, would be based on miniature research spacecraft known as CubeSats that are built from commercially available, off-the-shelf electronic components.

The cost of a Firefly mission would be about $20 million, half of which the company expects will come from government and research institute contracts and half from corporate advertising, sponsorships and other marketing ventures, said Gump.

The follow-on Dragonfly missions, scheduled to begin in 2016, would entail returning 50 to 100 pounds (23 to 45 kg) of material from select, high-value asteroids, an endeavor that would take two to three years.

In addition to selling samples, Deep Space Industries wants to grind up some of the material, extract metals and other valuable commodities and develop the technology to produce fuel and components, such as solar cells, in space.

The company said it has a patent pending on a three-dimensional printer called a "Microgravity Foundry" that uses lasers to deposit nickel in precise patterns in zero gravity.

On Earth, similar printers produce three-dimensional components by depositing layers of nickel metal powder. The process is somewhat like the buildup of ink on paper in a traditional ink jet printer.

Gump said the patent was filed within the past 18 months and is not yet listed in publicly accessible databases.

The ultimate goal is to build a fleet of robotic ships to extract resources for fuel and to mine valuable minerals from asteroids.

"We're at an early stage," said Gump. "It'll probably be 2019 or 2020 before we'll have commercial quantities of propellant for sale."

Venezuela official: 'encouraging' report on Chavez

CARACAS, Venezuela (AP) ? Venezuelan President Hugo Chavez is in good spirits and recovering six weeks after he underwent cancer surgery in Cuba, a government spokesman said Tuesday, continuing more upbeat assessments of the leader's fragile health.

Information Minister Ernesto Villegas said officials received a "very encouraging" report about the president's health from Jorge Arreaza, Chavez's son-in-law and science minister.

Villegas said after Tuesday's Cabinet meeting that there was still no date for Chavez's return to Venezuela. The president underwent his fourth cancer-related operation in Havana on Dec. 11 and hasn't appeared or spoken publicly since.

Chavez is showing strength during a "hard, complex" health struggle, Villegas said. The government has said the 58-year-old president is improving after suffering complications including a severe respiratory infection.

"He's attentive to the development of events in Venezuela," Villegas said. He added that when Foreign Minister Elias Jaua met with Chavez in Cuba on Monday, the president was in "very good spirits." Jaua said Monday on Twitter that they had shared jokes together.

In Bolivia on Tuesday, President Evo Morales said in remarks to the National Assembly that his ally Chavez "is now receiving physical therapy" so that he can return home. Morales said he expects to see the Venezuelan president attending "international events" soon but didn't specify which events.

Chavez has undergone surgeries, chemotherapy and radiation treatment since June 2011 for an undisclosed type of pelvic cancer. The government has recently provided regular updates about Chavez's condition but hasn't given specifics about the location of the tumors that have been previously removed or what procedures were performed during the latest surgery.

No photographs of Chavez have been released since he arrived in Cuba, and some government opponents have been asking why the president has not addressed the country by phone as he did during previous treatments in Havana.

GOP debt-limit bill setting up new fiscal cliff, say Democrats

WASHINGTON (Reuters) - The House of Representatives on Wednesday began considering a Republican measure to extend the U.S. debt limit for nearly four months but many Democrats vowed to oppose the measure, calling it a gimmick that sets up a new "fiscal cliff."

A test vote to proceed with debate on the measure showed a nearly strict partisan split, with 234 votes in favor and 190 against. Just six Democrats supported it.

The bill, likely to pass both the Republican-controlled House and Democratic-controlled Senate, also was endorsed by the White House on Tuesday. It would avoid an immediate threat of U.S. default by suspending limits on the government's ability to borrow until May 19.

The U.S. Treasury is expected to exhaust all remaining capacity under the $16.4 trillion debt limit sometime between mid-February and early March.

The bill, a shift in tactics put together by House Republicans at a retreat in southern Virginia last week, buys them time to shift the debate over spending cuts from the highly charged - and politically toxic - debt limit to other fiscal deadlines that they see as more productive.

Senate Majority Leader Harry Reid on Wednesday praised the House debt limit measure for not requiring spending cuts and said the Senate would take up the measure upon House passage.

The bill aims to draw Senate Democrats into the debate by requiring the chamber to pass a formal budget resolution by April 15. If either the House or Senate fails to meet this deadline, lawmakers' pay is suspended until they pass a budget.

"The bill we are passing today, we think, will give us the ability to have a debate that will last a number of months about contrasting visions," House Budget Committee Chairman Paul Ryan told a breakfast for reporters sponsored by the Wall Street Journal.

"We see this as a very defining moment for this session of Congress and our caucus on getting a down payment on the debt crisis, on averting it."

But Democrats objected, saying it was irresponsible to set short-term debt limit deadlines that would keep a cloud of uncertainty hanging over financial markets, prompting volatility and higher interest rates.

"This legislation sets up another fiscal cliff, another financial nightmare, another problem for the American people that we should avoid," said Representative Rob Andrews, a Democrat from New Jersey. I urge all members to vote no."

The next fiscal deadlines that Congress must deal with are the March 1 start of automatic spending cuts for military and domestic programs, and the March 27 expiration of funding needed to keep federal agencies and programs operating.

[Updated at 9:30 p.m. ET] The U.S. military is ending its policy of excluding women from combat and will open combat jobs and direct combat units to female troops, multiple officials told CNN on Wednesday.

Defense Secretary Leon Panetta will make the announcement Thursday and notify Congress of the planned change in policy, the officials said.

"We will eliminate the policy of 'no women in units that are tasked with direct combat,'" a senior defense official said.

The officials cautioned, however, that "not every position will open all at once on Thursday." Once the policy is changed, the Department of Defense will enter what is being called an "assessment phase," in which each branch of service will examine all its jobs and units not currently integrated and then produce a timetable for integrating them.

The Army and Marine Corps, especially, will be examining physical standards and gender-neutral accommodations within combat units. Every 90 days, the service chiefs will have to report on their progress.

The move will be one of the last significant policy decisions made by Panetta, who is expected to leave in mid-February. It is not clear where former Sen. Chuck Hagel, the nominated replacement, stands, but officials say he has been apprised of Panetta's coming announcement.

"It will take a while to work out the mechanics in some cases. We expect some jobs to open quickly, by the end of this year. Others, like special operations forces and infantry, may take longer," a senior defense official explained. Panetta is setting the goal of January 2016 for all assessments to be complete and women to be integrated as much as possible.

The Pentagon has left itself some wiggle room, however, which may ultimately lead to some jobs being designated as closed to women. A senior defense official said if, after the assessment, a branch finds that "a specific job or unit should not be open, they can go back to the secretary and ask for an exemption to the policy, to designate the job or unit as closed."

The official said the goal remains to open as many jobs as possible. "We should open all specialties to the maximum extent possible to women. We know they can do it."

Sen. John McCain, an Arizona Republican who spent six years as a prisoner of war during the Vietnam War, said he supports lifting the ban on women serving in combat, pointing out women are already serving in harm's way. But he said the move should not fundamentally change the military.

"As this new rule is implemented, it is critical that we maintain the same high standards that have made the American military the most feared and admired fighting force in the world - particularly the rigorous physical standards for our elite special forces units," McCain said in a statement.

Thousands of women in the military have already found themselves in combat situations, said Sen. Patty Murray, D-Washington. Recent wars such as Iraq and Afghanistan have lacked a real front line, and women serving there have come under fire and had to fight back alongside male counterparts, she said.

Murray, who leads the Senate Veterans' Affairs Committee and is a member of the Defense Appropriations Subcommittee, called Panetta's decision a "historic step for equality" that recognizes the role women play in the military.

The Pentagon must notify Congress of each job or unit as it is sent up to the secretary to be opened to women. Then the Defense Department must wait 30 days while Congress is in session before implementing the change.

It is a marked difference from the way the military ended the exclusion of gays serving openly, or the "don't ask, don't tell" policy. In that case, there were no stipulations attached to openly gay service members. There was no staggered approach that integrated openly gay troops into units. It was instead done all at once, across the board.

A senior defense official explained the Pentagon's reasoning behind the different approach: "You're talking about personal choice of behavior versus physical capability. And they were already in the units. If you take a unit that's never had women before, that's quite a culture change."

Another senior defense official said the goal is "to provide a level, gender-neutral playing field."

The American Civil Liberties Union recently filed a federal lawsuit against the Department of Defense, charging that combat exclusion is unfair and outdated, harms America's safety and prevents women from receiving training and recognition for their work. The plaintiffs, who include women awarded Purple Hearts, say the exclusion places them at a disadvantage for promotion.

The ACLU said it is thrilled about Panetta's planned announcement.

"But we welcome this statement with cautious optimism, as we hope that it will be implemented fairly and quickly so that servicewomen can receive the same recognition for their service as their male counterparts," Ariela Migdal, senior staff attorney with the ACLU Women's Rights Project, said in the statement.

Earlier this month, the Army opened the 160th Special Operations Aviation Regiment to women, and it has begun recruiting female pilots and crew chiefs. The Navy has put its first female officers on submarines in the past year, and certain female ground troops have been attached to combat units in Iraq and Afghanistan. More than 800 women were wounded in those wars, and at least 130 have died.
